is a convenient and colourful informal derogatory term for a person who is obsessive about exercising control over others

Like many such uses it becomes difficult to avoid using it, but less informal alternatives for more formal contexts include authoritarian (adjective and noun), disciplinarian, and (in a more extreme sense) martinet.
